That's only part of the problem.
Intermittent duty can use smaller wire, yet get the same ratings as one 
rated for continuous duty, or at least long run time vs short run 
times.  It's much like the ratings for transformers.  CCS vs ICAS

With the one rated for short run times, you depend on that fan even more 
as the windings are of smaller ga wire that gets hot, faster.

So when running slow, the small ga wire gets hotter and has less cooling 
as well.

If you are running slow and can hear the motor "buzz" it's time to get a 
larger one.
