What I have used and would recommend:

 

At least 4 radials.  At least one over the water at high tide.  If the one
over the salt water needs to be short of ¼ wave, so be it, if the others are
¼ wave.

 

If you care about the signals in directions not favored directly (within 1
wavelength) of the sea, then lay down more radials in those directions.  If
you don’t, then just leave it at 4.

 

I have also used a vertical dipole wth the stake literally in the water (a
Force 12 10 – 40) with excellent results and no radials at all.
