     I installed a set of trailer hitch connectors at the base of my tower for the rotator control lines for just that reason.  I can disconnect the control box from its own trailer hitch connector in the shack and plug it in outside at the tower when I have to watch the rotator for maintenance reasons.

1) check the "return" (common) wire and make sure it is not open.
2) check/clean the contacts on the control wafer
3) apply relay voltage directly to the stepping relay coil to
make sure the relay steps (coil is not bad).

It may help to take the control unit to the base of the tower and
use a short cable for testing.
