A Magnetic Loop antenna built for transmitting would do the job nicely.
For loop material I would use 3/4 inch M copper water pipe.
A square loop for each band you care to operate.
The circumference of each loop would be equal in feet to the band in meters.
10 meter band would require a 10 foot length of pipe 2.5 feet by 2.5 feet.
15 meter band would require a 15 foot length of pipe 3.75 feet by 3.75 feet.
20 meter band would require a 20 foot length of pipe 5 feet by 5 feet.
For 40 meters and 80 meter the loop could be configured to fit an apartment.
40 meter band would require a 40 foot length of pipe configured 7 feet by 13 feet.
80 meter band would require a 80 foot length of pipe configured 7 feet by 33 feet.
This project is not much harder then replacing you home hot water heater. These antennas if built correctly play extremely well.
