This recommendation fits with what I've read about epoxy anchoring, 
holes should be close to the bolt size plus 1/16 - 1/8" clearance.

I suggest you investigate the grouting materials in more depth or drill 
new holes, offset from the existing ones as suggested and fill the old 
holes.
