Message received guys, thanks. I am looking for a machine shop to neck down the threaded portion the entire lenght of the bolt. then I will have a bolt welded to the bottom of the anchor using the old bolts. This should solve any pullout concerns as this mimics the original bolts, just shorter.
Next, I am still having the concern about the oversized hole from a material strength perspective. I am still trying to get an answer if quikrete or some other anchoring cement is good enough in terms of sideways strength. My understanding is that the compression strength of the material has to greater than the lateral (shear???) strength of the bolt. The idea being that you want the bolt to be the weak link and not the concrete surrounding it.
