Not quite, Dave. A vertical half-wave dipole puts more of its power into 
low angles than does a quarter wave antenna. I've done a couple of 
modeling studies to show this, to study the effect of mounting height, 
and to compare verticals and horizontal antennas at various mounting 
heights.
