Unless you can derive an appropriate dielectric factor for the tubes
used in your SteppIR, the element lengths derived from any modeling
program will be too long.  Years ago K7IR told me they worked with model 
frequencies higher than the actual operating frequency and then
tweaked the lengths by a uniform percentage to place the rear null
on the target frequency.  In other words their lengths were derived
empirically on the antenna range because the dielectric factor varied
from band to band.
