*ANY* horizontally polarized antenna will have similar vertical take
off angles at similar heights.  The vertical pattern is a simple matter
of beam formation between the antenna and its "image".  One brand or
type of Yagi (and the Hexbeam is just another two element yagi with
reduced size elements) is not going to perform significantly better or
worse that any other at heights below 1 wavelength other than the
inherent differences in efficiency.

There may be slight differences based on the level of sidelobes in the
vertical plane (e.g. the amount of radiation below zero degrees that
impacts the ground) but in general the more radiation *below* zero
degrees the less efficient the antenna will be in general as there is
always some loss when the signal strikes ground.

The short boom Force 12 C3 or discontinued XR-5 will wipe the floor
with a Hexbeam at any height - for similar size and weight - but the
C3/C3E or XR5 are simply not in the price range being discussed.
