Kent,

I hit sandstone at about 18" under the cut level my house was built on.  
I didn't think to check with anyone about the stability of the sandstone 
versus loose sand, since I just assumed it would be better than the 
loose sand.  The SLO County building inspector didn't seem have a 
problem with it when he surveyed it before the pouring of the concrete. 
   One nice feature of the sandstone is I didn't have to worry about 
forming up the sides of the hole.  It sounds like your area of Arroyo 
Grande is similar to this area of Nipomo, as far as the sandstone just 
below the surface.
