Sounds to me you only have to sink in four anchor-screws in the sandstone and attach the tower. There should be some simple calculation and some bottom plate to do that. Maybe a little hard to pass zoning folks without assistance of a PE but might be worth the money.
I had what I had thought similar situation when it looked like I have bed rock where I was going to put my tower. (It later turned out it was "just" a gigantic rock, not big enough to hold the tower. Had to add guy wires.)

I am putting up a used US Tower HDX-572MDPL. I started digging the
hole
(yes by hand) and got about 2 1/2 feet down and I hit sand stone.
My
neighbor who has a back hoe and has done a lot of digging in my area
says
he can dig the hole. My question is will the sand stone be much more
stable
than just the soil? Is there any thing I need to do because of the
sand
stone as far as the
foundation?
