Washington state went through the "met tower" law writing exercise in 
2013/14.  A badly written (for hams) bill was withdrawn, followed by one 
the was ok for hams.  Probably the most productive route is to brief 
sponsors/staff in states proposing regs what a good bill is from those 
already passed in other states.
