Yes. That part number applies to HALF of a clamp-on, and without the 
plastic clamping assembly. So to make that a choke, you must use two of 
them AND clamp them very tightly together. This is a new part, within 
the last year or so. I ordered a bunch of them for a group purchase, 
because the data sheets did not show that it was not a complete 
clamp-on. We returned them. It's a deal that was too good to be true. 
And it's not cheap -- a pair of these parts costs as much as five cores, 
and you still don't have a clamping mechanism. At the very least, this 
requires a couple of very robust Ty-Wraps.
