That's pretty common out here in California -- someone showed it to me, 
and I'm using quite successfully both for Beverages and to elevate 
radials. I cut the steel to about 4 ft, stick it in the ground, drill a 
hole through the top of the PVC, slide the pipe over the steel, and 
ty-wrap the wire to the pipe through the hole.
