[TowerTalk] what is 'circular tie' as is used in a towers concrete base?

I've seen truckloads of coils of rebar going by me on the freeway, so I 
suspect it's something you can just order and cut to size.  I suppose a 
suitable bending jig (like a drum full of concrete or something) with a 
long piece of pipe to help give leverage would also work. 1/2" rebar is 
bendable by standing on it and picking up the free end.

It also doesn't have to be circular with micron precision.  24" laps 
seems a bit long, considering the circumference of a 2 1/2 foot circle 
is less than 8 feet. Maybe they're assuming you'll use a 10 foot piece 
of bar to make the circle?
