No – but it’s the same coax that was used on the first antenna and is now being used on the 20 which at 8’ off the ground (too windy to raise up) is showing what I’d expect to see. Also coax can’t ‘clear out’ that fast... not in hours. Also I have done an OSL using my SARK 110 and it worked fine during that process. 

at least I’d not think so...

Did you change the coax yet?  Take it off the beam and measure it with a digital ohm meter. You will probably see a high resistance path to ground if it's bad.

And once again: whatever design wise might be suggested it has to be remembered this is a near exact duplicate of another one that didn’t have this problem. So I’d guess it has to be either related to construction or possibly a deficiency caused by being used. The latter shouldn’t be a problem – I’ve dealt with used antennas before and never had a problem... but it could be. Please write direct if you have any other thoughts that come to mind.
