Mitch, In the Illinois area the power company is ComEd. When I have line
noise and have identified the pole, record the number on the pole and simply
call the normal trouble reporting number and report "static on my radio" and
the pole number. ComEd had been pretty responsive for me.  Keep track of
everyone you speak to with dates, times and ticket numbers.
