Unfortunately, most utilities have A rfi guy.  Singular.

DF the issue yourself down to the pole and record the pole number and include that in your complaint.

It's a lot easier to get a repair crew out to redo the hardware on the pole than it is to get the RFI guy to show up and DF it for you.  Most likely he will show up on a rainy day when the noise isn't present and close out the complaint as not valid.

I believe every Power Utility is required by the FCC to have an available
way of responding to RFI complaints.  So you should have to do no more than
call the regional office and ask for the engineering department stating you
are a customer with an RFI problem.  Many utilities have an "RFI guy".
