Not enough info to answer . . . What failed - Fiberglass poles and/or motors and copper tape elements?
Whatever the answer, suggest call STEPPIR (Fluid Motion) and get a quote for parts, which will be the biggest cost. I have replaced a motor, which includes the copper tape element, and with the trade-in of the non-functional motor/element, the cost was (as I recall) under $300.

Now getting the antenna down to do the work (Not hard - good insts from Steppir), depends on the antenna location situation - need for a crane, Crank-up/Tilt-over towerm etc. If a crane is needed, my several experiences here in VA using both crane and bucket truck have cost about $140/hr. If you have your act together - everything ready for the "Lift" - an hour should e sufficient.
