Ken is looking for: 

My Polyphasor IS-RCT Rotor protector is 16 years old and the screws are rusted. 
Does anyone know the size and type of screws on the terminals?

I'll bet if you removed one of the screws and went to your local big box store, you could probably find a close match. One of our local stores has a display where you can thread the bolt (or nut) onto a fixed item and determine size/thread/SAE/metric.
