Gary,

You are paying FAR too much attention to VSWR. If you had a perfect 
ground, it is NORMAL to have a feedpoint Z of 20-35 ohms for a vertical 
working against radials. The SWR values you've cited are quite 
reasonable, and any rig with even the most modest antenna tuner should 
be able to put full power into them. If the antennas are radiating well 
and your transmitter can put full power into them, stop worrying and be 
happy!
