[TowerTalk] "Magic" length from tower to first insulator

EHS leaders can and sometimes should be much more than 10', depending on
the tower height. There are two reasons for using EHS near the ground: a
brush fire could burn/melt the Phillystran and steel guy cables are less
volnerable to cuts, either accidental or vandelism.
