[TowerTalk] Lead-Shot Counterweight

I need some ideas.

Imagine a piece pf PVC pipe, say 2 ft long that is ~1/2 full of lead 
shot being used as a counterweight.  I'd like to have some way to secure 
the shot to keep it from moving around.  Any ideas on what I can pour 
into the pipe?  My first thought was epoxy but it's pretty expensive for 
a large amount.  Any other suggestions?
