Arbitrary blanket height limits (50 feet in your case) can be
challenged. I have an application pending now in Northern
California for an exception to a local 45 foot height limit
on any type of structure.

Texas, like California, has a state law that preempts local
ordinances regulating ham radio. Getting an approval to go higher
than 50 feet may be not a lot of fun and expensive, but it may
be an option. I'm not familiar with Texas but in general, you
would have to show why you need to go higher to accomplish your
radio communication goals; the city has to approve it unless
they can demonstrate some siginificant safety or environmental
impact to the nearby public. Local clubs might have insight
on your likelihood of success.
