[TowerTalk] Fence charger

Maybe my fencer is more powerful (10KV output pulses about 1/sec.)  I 
can hear it on several bands, not strongly enough to interfere with 
comms but I can hear it and I'd rather not.  noise blanker on Flex 5000A 
does not stop it.
