I think Steve posted awhile back regarding torque arms, as someone also posted, that they really don't do much for the tower, but make the climber(s) feel a bit safer.
However, the torque arms also keep the guy wires away from the tower, so that during additional tower section raising, antenna raising (or lowering), or other tower work, the guy wires could less likely be damaged from an inadvertent dropping of a tool or other object.
I have torque arms (or bars, as some call them) on both guy levels. Only because they came with the guying assemblies (the assembly that wraps around the tower and provides a place to attach the guy wire).

I have never seen a tower with torque arms. There, I confess. But it
seems to me relatively long and rigid arms secured against pivoting at
the tower end and connected at the other ( non tower end) to the guys
would provide significant resistance to tower twist around the central
vertical axis. If reduction of tower twist were an extremely important
goal running guys at right angles (in both directions) to the outboard
ends of the torque arms should virtually eliminate twisting. A
complication for sure but short of some cost effective sky hooks how
else could you limit twist so effectively?
