If you can get a hacksaw blade and a single style handle, insert and saw through the inside (not too deep) then break it out a piece at a time. It is slow and tedious, but I have done it.

The insulator is formed for the 1.25" aluminum to fit inside. The broken piece is stuck and won't budge. Any ideas on how to get it out so I can install the new aluminum?
