Important clarification, David. It is the BONDING of the coax shield to 
the house ground system, AND The proper BONDING of everything in the 
house that solves this problem, NOT the arrestor. The shield bond can be 
provided by nothing more than a coax feedthrough on a panel that is 
properly bonded to the house ground system. The arrestor minimizes the 
DIFFERENTIAL voltage on the coax shield, which protects the front end of 
the radio.

The arrestor, properly installed at the entry panel, does both.
