I would agree with John.  Sounds like either some tower interaction – which
could be positive to gain and bandwidth or lossy ground.

 

Here in Central Vermont – on top of granite – we have very lossy ground.  It
hurts the efficiency of the vertical but it does help flatten out the
bandwidth.  My 160 verticals have 42 ¼ wave radials on the ground but the
near field loss is a big factor.
