It's not whether the raceway (conduit) is actually wet, it's that 
anything buried is considered wet by definition, even if you're in 
Antarctica and the temperature never gets above freezing, or in mid 
Sahara where the last rain was 100 years ago.

Such is the code.

Of course, if your local "Authority Having Jurisdiction" is willing to 
sign off on it, you're good to go.
