Seth,
Does Elkview or your county have a 'tower' permit process. If not, your only requirements might be property setbacks or FAA height lighting.
As noted, the book referenced is a wealth of information. I paid special attention to the section about breaking up guy wires to avoid resonance. Phyllistran at the tower and "Big Ends" connectors were easy to do.

Planning, erecting can be both fun and challenging.  You stipulated the TYPE of tower your interested in  Rohn  R-45  Hers is a link to there site  it will give you the engineering spec you need.

You will need  then to obtain your building permit….  It will give you base specifications, anchor specifications and material for guying.

Thank You for having me,  I come seeking knowledge and thought I should go
ahead and introduce myself before asking a presumably stupid question on
this reflector.

My name is Seth Lavinder,  I have been an amateur for 25 years and am a 13
WPM Extra Class holding callsign W8FG.

I just recently moved into the first possible location for me to have a
tower.  I am in the very early stages of planning this project but seek and
and all advice.  This highest priority is safety, the second highest is
affordability.  I am not made of money and I cannot go hire the finest
concrete people in town to come and do my install,  I cannot afford to rent
a crane,  I will have to go old school with a bunch of friends and a GIN
pole the day the tower goes up.

My lot is bigger than your average city "postage stamp" but it's just
barely big enough to pull off my lofty goals of erecting  80 foot of ROHN
45G

I expect to top the tower with a CUSHCRAFT 5 element 6 meter beam, and a
CUSHCRAFT A4S tribander.  I then plan to load the entire system for
160/80/40 use,  all of this I know in concept to be right and possible, but
in theory I have some studying to do!

I will leave it at that for the moment.  I thank you again for your expert
sharing of knowledge.
I hope joining into this group will give me the knowledge I need to
complete my project.  This ham is ready for some real antennas!
