[TowerTalk] Non HOA tower troubles

You say that the cop told you they have written a citation.  Have they actually 
presented you with a citation?  If so, what specifically are you charged with?  
Who initiated the complaint?  I'm sure the cops aren't driving around looking 
for this stuff.
