[TowerTalk] Hornet Nest on the End of the Boom - How do you safely get rid of this?

I'm confused, first this is a 100' Rohn 45 tower, next the boom is at 
23' above ground..

But i will follow this thread with interest and see what all is offered 
up to solve the situation with keen interest...
