Your steel tape stretches. 

Back in the 1960’s, college kid, summer, land surveyor, we were “supposed” to use a fish scale-ish device hooked on the end of the tape and pull to a certain poundage (forget). 

Compensation for the stretch in the steel tape. If you need a tenth of a inch on your 160 dipole.
