         It matters if it was one person or many.  The other good 
suggestions you've received would address multiple complaints.

         If the complaint came from just one neighbor,  they might 
have run an extension stereo speaker cable, added a TV antenna signal 
booster, bought a new radio of poor design or put in a TV surround 
system, in which case, ferrites on their cables would be your friend.
