Wait! Unless I missed something, we don't even know whether this is a
matter of RF susceptibility at the neighbor's end, or something spurious
from the transmitter. Is the interference to a device which is not
supposed to receive radio signals at all, like an audio system? Is the
device receiving the interference one that the neighbor just got?
There's just no point going any further until that's sorted out.
