[TowerTalk] New Topband Digital Group

A new group 160digital at groups.io has been created today.  The group was 
created to move the FT8/4 Digital chatter off the Topband at contesting.com 
reflector for reasons................

The new group is open to all with an emphasis on on Digital but all 
topband topics are acceptable.  Please be respectful to all the members.
