Pete is correct. It's a fall-arrest lanyard. I own one. The black piece at the top is the lanyard material that's folded back and forth on itself a few times and stitched together. When you fall the tearing of the stitches slows you down.

I think it's an energy-absorbing fall-arrest lanyard.  amazing - they 
get almost a kilobuck for the full-body harnesses they sell.  Other 
sellers think $200 is more than enough.
