As an alternative to DIY Excel plotting, and if you are willing to
download and install the ITS HF Propagation package (
http://greg-hand.com/hfwin32.html ), that package has a utility
program called HFANT that can display azimuth and elevation patterns
from *.13 files.  Example screen grabs:
