10000 pF / 1KV capacitor 
82V Varistor 6.5KA 

Cost ~$1.00 for the capacitor and varistor from Digikey or Mouser.

few hours I could fabricate that with a grounding buss bar,  NEMA box and
some stainless hardware.

What values would you recommend for the MOV and capacitor?
