Tower hasn't been specified but for Rohn 25 there are two bases that may be bolted to the concrete.
BPH25G is hinged base for bracketed or guyed towers. It uses 1/2" bolts but the engineering diagram doesn't give any details: https://static.dxengineering.com/global/images/technicalarticles/roh-bph25g.pdf
Rohn part number is 1/2X12BB: https://www.dxengineering.com/parts/roh-1-2x12bb
25GSSB is base plate for self-supporting towers. It uses 5/8" bolts. Engineering diagram doesn't specify grade per se but gives shear and tension specs: https://www.cableandwireshop.com/manuals/25G-17.pdf
Rohn part number is 5/8X12BB: https://www.dxengineering.com/parts/roh-5-8x12bb
Rohn concrete base BPC25G has single center hole for pier pin.

The bolts should be listed on the "Tower Engineering Sheets" AKA
"Structural Analysis Sheets." Tower Typical Standards are bolts
designated as ASTM A325 which corresponds to Grade 5, while ASTM A490
corresponds to Grade 8.

I hope that helps.
