J-bolts are essentially obsolete.  When the 2014 version of the
ACI code came out, the design pullout strength of J-bolts were
sharply reduced based on laboratory results that showed that
concrete is crushed around the inner elbow of the J-shape.

Headed bolts are preferred now. I would ask Rohn if they feel
the J-bolts continue to meet the latest code standards and if
they have a recommended headed bolt substitute.
