field when at or below grade is "ground system"; when the radials are
elevated, as in for example a land mobile vertical up on a tower on
VHF, is "counterpoise." I suppose they can be interchangeable but in
casual communication I've almost always had engineers use "ground
system" when discussing medium wave antennas. IEEE Transaction papers
are probably different.
