[TowerTalk] TB3 Thrust Bearing

I have a problematic TB3 thrust bearing at the top of the tower (See image)

Do you think it might be possible to use a rust remover to loosen the 
bolts, tap the outer ring back down into place and tighten the bolts
OR
Do you think the only thing that can be done is to replace bearing?

I don't know what the inside of the TB3 looks like so if someone has a 
photo please send it for me
