The "hocus pocus" comes from the separately fed disk between
the short, fat vertical element and the solid, *elevated*
conductive ground plane.  Arguably, based on EM theory, one
could achieve the same results with the fat 30 degree (plus
some amount of top loading from the flared section) vertical
against the solid, elevated ground plane.

The HEB simply takes the old, debunked, CFA and adds the
elevated ground (a concept that goes back to Doty and Frey
"Efficient Ground Systems For Vertical Antennas"  QST,
February 1983 - among others).
