Four-sided tower similar to this is very common in Russia, but the 
bracing on these sections looks different. If you look a photos from big 
contest stations like RU1A and RL3A you will see that the sections 
typically have diagonal braces with horizontal braces only at the 
section ends. This is so common among Russian stations (and it is often 
green in color), I assume it is military surplus.
