To prevent the feedline from becoming part of the antenna.

As to what Tom's seeing -- depending on the geometry of the path of the 
feedline to the transmitter, it could be acting as a parasitic element 
to the antenna. When I first moved to W6 I hung high dipoles and a tee 
vertical for 160M. The coaxial feeds to the dipoles acted as parasitic 
elements to the 160M vertical, so I broke them up with a second choke 
down the feedline, acting as an "egg insulator."
