SprINT problem and workaround

N4TQO found that the states weren't getting logged.  Same for provinces.
I don't know how this happened, but it did.

To fix, either use the SPRINT contest (turn off AUTO DUPE ENABLE) or
probably the better way is to add these commands to your LOGCFG.DAT 
file AFTER your CONTEST statement (they can be at the end of the file):

ADD DOMESTIC COUNTRY = K
ADD DOMESTIC COUNTRY = VE

The next version will have this fixed.
