[TRLog] ARRL Section change

VE3IAY advises that PQ (for Quebec) should now be indicated as QC.

KR1R confirms this, so if you aren't going to upgrade with the 6.15
(when it comes out), you should edit your ARRLSECT.DOM file to 
reflect this.

Also, there is an error in the ve1 entry showing NC instead of NB.
