[TRLog] 10m test

I worked a Spanish Novice, signing /N, yesterday morning, (EC5ANI/N if I
remember properly) and he scored for 8 points.  Unfortunately, according
to the rules only U.S. Novices are supposed to be good for 8.  (IMHO
this is really a bug in the contest rules, not in the software...)  

For us coffee-impaired folks who can't get the European runs off our
minds, can we have a feature to interpret "05" as Ohio when the call
window contains a U.S. call?<G>
